The hospital plan is an instrument by which the Free State of Bavaria — determines the concrete need for capacity to provide full and inpatient hospital treatment; and — determines which hospitals are necessary to meet the needs of the population and thus be funded under the KHG/BayKrG. Hospitals are differentiated into: Plan hospitals of care levels 1, 2 and 3, specialised hospitals, university hospitals and contracted hospitals.
