Thurston Water Sewer ULIDs

When the water and sewer systems were built, Thurston County worked with local property owners to identify which areas would be served by the systems. A payment-for-access boundary was drawn, and all properties within the boundaries were assessed to pay for construction of pipelines. This layer combines the formerly separate individual layers into one. Done on 30 JAN 2015 by KLB.在给排水系统（water and sewer systems）建设期间，瑟斯顿县（Thurston County）联合当地不动产所有权人，明确了该系统的服务覆盖范围。随后划定了付费接入边界，边界内的所有不动产均需分摊管线建设成本。本图层将此前相互独立的多个图层整合为统一图层，由KLB于2015年1月30日完成制作。
