收藏资源简介:
Since 1 January 2021, local and regional authorities and public institutions must draw up an annual Single Social Report (SSR) for the previous year. This report compiles data on human resources policies around the following themes:employment, recruitment, career paths, training, pay, occupational health and safety, etc. This file, which comes from the RSU, concerns contract staff holding a permanent full-time or non-full-time post and who have been paid for at least one day in year N (excluding overtime and/or additional hours). The data are presented by sector (declined by job description), by type of contract crossed by type of recruitment, by type of employment, by length of service in the community and by type of contract crossed by sex. **_Definition and contextual elements_** By way of derogation from the principle that permanent posts are occupied by officials (unless otherwise provided by law), contract agents may be recruited from permanent posts, i.e. from posts created to meet the permanent needs of the services, whether full-time or non-full-time. The contract shall specify in particular the category in which the staff member is recruited. ** _Details:_** Indicator 1.2.1 identifies contract agents recruited from permanent full-time and incomplete-time posts remunerated on 31 December 2022 in number of natural persons (1 person = 1 unit). Contract staff occupying a functional management post must be counted only in the posts to which they are assimilated even if they have already been counted in file RSU_110 (available on this website) · The following shall be entered in the accounts: \- officials governed by public law listed in the columns listed below with reference to the legislative provisions authorising their recruitment, including replacements for officials temporarily unavailable because they are assigned to a permanent post; \- agents governed by private law whose contract was taken over on the occasion of the resumption of activities transferred or previously delegated to associations. · The following shall not be entered in the accounts: Contract staff recruited from a non-permanent post within the meaning of the Law of 26 January 1984: staff recruited for seasonal, occasional or project needs (Article 3 of the Law of 26 January 1984) and private office staff (Article 110 of the Law of 26 January 1984) and elected group staff (Article 110-1 of the Law of 26 January 1984); \- maternal and family assistants; \- family accommodators; \- staff under private law recruited under an unemployment reduction scheme (so-called ‘ailed’ contracts); \- civil servants working in the community in the context of a combination of posts; Contract staff on unpaid leave of any kind, including staff on sick leave who have no or no right to remuneration; Contract staff placed on leave at the end of their activity (CFA); \- staff who left or were placed on leave without pay and who received a salary reminder in December. **Metadata** [Link to metadata](https://seine-maritime.maps.arcgis.com/sharing/rest/content/items/d4f3f33e6918416b89ab11cb299ca293/data) **Additional resources** * **Légifrance website**: [https://www.legifrance.gouv.fr/loda/id/JORFTEXT000044930851/](https://www.legifrance.gouv.fr/loda/id/JORFTEXT000044930851/) The website of the Public Service for the Dissemination of Law offers for download the consolidated version of the Order of 10 December 2021, which frames the indicators contained in the social database (BDS, see definition in metadata). * **Examples of unique social relationships**: [https://www.paris.fr/pages/le-rapport-social-unique-22259](https://www.paris.fr/pages/le-rapport-social-unique-22259) and [https://donnees-sociales.fr/dossier-de-presse-2-2/](https://donnees-sociales.fr/dossier-de-presse-2-2/) For comparison, it is possible to find various RSU (see definition in metadata) online, downloadable in .pdf format.
