围绕数字化管理、场景应用、决策分析、支撑、基础设施五个方面。构建“1+2+1+3N”体系。即1个平台，含内部管理门户和对外服务门户，1个移动客户端APP和3个数字化应用（包括N个数字化应用场景、N个数字化行业应用系统和N个数字化决策应用）。实现省、市、县三级管理和省、市、县、乡、村以及涉农企业多层应用。同时实现与农业农村部、省政府的有效共享交换。从根本上解决信息孤岛和信息碎片化的问题。Focusing on five core aspects: digital management, scenario-based applications, decision analysis, support, and infrastructure, a "1+2+1+3N" system is constructed. Specifically, the system includes 1 platform (comprising an internal management portal and an external service portal), 1 mobile client APP, and 3 categories of digital applications, namely N digital application scenarios, N digital industry application systems, and N digital decision-making applications. It realizes three-level management at the provincial, municipal and county levels, as well as multi-tier applications covering provinces, cities, counties, townships, villages and agriculture-related enterprises. Meanwhile, it enables effective data sharing and exchange with the Ministry of Agriculture and Rural Affairs and the provincial people's government, fundamentally addressing the issues of information silos and information fragmentation.
