บทบาทการเมืองภาคประชาชนที่มีต่อองค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทการเมืองภาคประชาชนต่อองค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ (2) ศึกษาปัญหาอุปสรรคของบทบาทการเมืองภาคประชาชนต่อองค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ (3) เสนอแนะทางการส่งเสริมบทบาทการเมืองภาคประชาชนต่อองค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่าง ได้แก่ สมาชิกองค์การบริหารส่วนตำบลหนองย่างทอย ผู้บริหารท้องถิ่น และประชาชนชาวบ้านตำบลหนองย่างทอย อำเภอศรีเทพจังหวัดเพชรบูรณ์ โดยการเลือกแบบเจาะจง จำนวน 20 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์ และวิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนาผลการวิจัยพบว่า (1) ประชาชนมีบทบาททางการเมือง ภาคประชาชนในด้านการเคลื่อนไหวร้องทุกข์ การเคลื่อนไหวตรวจสอบกระบวนการใช้อำนาจรัฐ การประท้วงอำนาจรัฐและการร่วมมือเชิงวิพากษ์กับรัฐ เพื่อให้การดำเนินบริหารองค์การบริหารส่วนตำบลให้เกิดประสิทธิผลและสิทธิภาพสูงสุดแก่ชุมชน (2) ปัญหาอุปสรรคของบทบาทการเมืองภาคประชาชนต่อองค์การบริหารส่วนตำบลหนองย่างทอย ได้แก่ การขาดจิตสำนึก การว่างเฉยของประชาชน การขาดภาวะผู้นำ และรายได้ที่ไม่เพียงพอ (3) แนวทางเสนอแนะ ได้แก่ ภาครัฐต้องเปิดโอกาสในการแสดงบทบาททางการเมืองในทุก ๆ เรื่องและจะต้องปลูกฝังหลักประชาธิปไตยในทุกระดับ || The objectives of this research were to (1) study the political role of the people in the operations of Nong Yang Toi Tambol Administrative Organization (TAO) in Si Thep District, Phetchabun Province; (2) to study problems with andobstacles to that role; and (3) to form recommendations for how to promote civic participation in the work of the TAO.This was a qualitative research. The sample population, chosen through purposive sampling, consisted of 20 people representing members of Nong Yang Toi TAO, local leaders, and residents of Nong Yang Toi. Data were collected using aninterview form and analyzed through descriptive analysis.The results showed that (1) the people in the study area participated in civic politics by submitting grievances or complaints, inspecting the government’s use of power, opposing the government’s use of power, and joining to critique the government to make the TAO’s work more efficient and more effective for the community. (2) The problems and obstacles consisted of a lack of conscience, publicindifference, lack of leadership, and insufficient income. (3) Recommendations to solve the problems are to have the government give the public opportunities to express a political role in every matter and to instill a sense of democratic principles at every level.
