An unverified device point represents a physical man-made device located on the surface of the earth, for example a well or a pump, whose exact location is not known. The locations of these points are instead illustrated using centroids, which signify the center of the relevant Public Land Survey System (PLSS) subdivision. The PLSS is a grid system of townships and sections covering most of the U.S. A township is typically a 6×6 area composed of 36 sections, with each section being approximately one square mile. The point does not represent a water right document.The point may or may not be associated with a water right document. There are many points that are not associated with a water right document, and therefore the point is not inherently a point-of-diversion or point-of-withdrawal (POD or POW). A point should only be thought of as a POD or POW by virtue of being associated with a water right document.The point may be associated with one or more water right documents.Many points are initially located based on the water right document’s source narrative description (legal description). However, because the GWIS point represents a physical man-made device located on the surface of the earth, it may be relocated (and coded accordingly) without changing the narrative description on the water right document.
