As criteria for evaluating educational programmes in geography and cartography have not yet been developed, this paper aims to develop a framework to help teachers more easily determine which programmes are suitable for teaching specific material and which are appropriate for different student age groups. The methodology involves reviewing analyses of papers that address the development of criteria for evaluating educational programmes and creating a framework for the education of geography and cartography. Using these criteria, potential programmes for teaching geography and cartography were evaluated to demonstrate a procedure for programme analysis that teachers of these subjects could use when searching for a suitable teaching tool.
