Survey data on Automated compliance checking in the public sector

Description This repository provides the research datasets and machine-readable information requirements developed to support the study of Automated Compliance Checking (ACC) in an openBIM environment for public-sector project approval in Brazil. The deposited files document both the empirical basis of the research and the formalisation of regulatory requirements, enabling transparency, reproducibility, and reuse in future studies on BIM-based regulatory compliance, public-sector digitalisation, and automated rule checking. The repository includes: Brazilian Ministry of Cities (MCID) project database (2020–2024) – a dataset containing more than 11,000 records related to publicly funded projects, including information on beneficiary municipalities, contract and works status, dates associated with project analysis and approval, investment amounts, project types, and review durations. The database is provided in both Brazilian Portuguese and English. MCID Ordinance No. 725/2023 – Annex III requirements database – a structured dataset containing the requirements extracted and analysed from the Brazilian housing regulation. The dataset includes the original requirements in Brazilian Portuguese together with their English translations, allowing the regulatory source text to be understood and reused by both Brazilian and international researchers. The requirements are also classified according to attributes relevant to computational formalisation, including their nature, precision, Level of Information Need (LOIN), logical representation, and cardinality. IDS4ALL spreadsheet – the structured spreadsheet used to organise and instantiate information requirements for conversion into Information Delivery Specification (IDS) files. The workbook supports the representation of applicability conditions and requirements associated with IFC entities, properties, attributes, classifications, relationships, cardinalities, and Level of Information Need. IDS files – machine-readable specifications generated from the structured requirements and organised according to different information categories, supporting automated validation of BIM models. The supporting datasets, classifications, spreadsheet structures, and documentation are predominantly provided in English to facilitate international accessibility and research reuse. Importantly, the regulatory requirements themselves are maintained in both Brazilian Portuguese and English, preserving traceability to the original Brazilian regulatory text while providing an English-language representation for the international research community. Together, these files provide a reusable research resource for investigations involving Automated Compliance Checking (ACC), openBIM, IFC, IDS, regulatory requirement formalisation, information requirements, and digital transformation of public-sector project approval processes.
