VPRS 4683 Regional Rent Rolls, Unused Roads and Water Frontages

This series was created by the Local Government Branch (1903 1905) and later on by the Unused Roads and Water Frontage Branch of the Public Works Department (VA 669) (from 1905 to 1928) and from then by the Department of Crown Land and Survey (VA 538) (from 1928 to 32)The Branch and later on the Department of Crown Lands and Survey was responsible for the issue of licences under the provisions of the Unused Roads and Water Frontages Act, 1903 (No 1894) and the subsequent Local Government Acts, 1915, 1928 and 1958 (Nos 2686,4683 and 5316) and the Land (Unused Roads and Water Frontages) Act 1961 (No 6794) for the occupation and use of unused roads and water frontages to the owners and occupiers of adjoining land and for ensuring that the annual rents were paid.Occupiers of lands applied for a licence to the Minister for Public Works and from 1928 to the Minister for Lands to occupy and use any unused roads and water frontages. Notice of licence number issued was published in the Government Gazette. The licensee was required to pay the licence fee and the annual rent for the continued use of unused roads and water frontages.The Rent Rolls were created to record payment of rent by the licence holders for use of unused roads or water frontages. Details include the number and date of the licence, the parties (name, area, municipality and rent per annum), location giving the allotment and section upon which the land abutted, the details of the Government Gazette in which the licence renewal was published and details of payments of rent. Annotations include details of licence transfers and cancellations. Payments by licence holders for each municipality are summarised in VPRS 4681 Ledger, Unused Roads and Water Frontages.It would appear that this series ended in 1911 with the details being transferred to a card system.The Master Rent Rolls are contained in VPRS 10542 Rent Rolls, Unused Roads and Water Frontages. The Rolls in VPRS 4683 were created to record payments of rent made at the offices of Receivers of Revenue and Paymasters throughout Victoria. After 1911-13, the details of payments and any transfers or cancellations of the licence were entered in the Master Rent Rolls held in VPRS 10542.This series was previously registered as VPRS 4683 Unused Roads and Water Frontages Branch Register of Licences.In VPRS 4683 / P2, Unit 1 was previously held as Unit 11 in VPRS 710 / P Land Registers [Mansfield District] and Unit 2 was previously held in VPRS 706 / P Land Registers [Shepparton District] as Unit 3.Units 1 and 2 of VPRS 4683/P3 were previously registered as VPRS 5316 Unused Roads and Water Frontages Licence Registers. These records are held at Ballarat.
