Database used for doctoral thesis, with 212 respondents considered for analysis, resulting in the final article which has as abstract: Intelligence in public management is pointed out as an innovation that involves the use of technologies to support and improve decision-making, as well as planning democratic processes based on the establishment of formal structures, the involvement of public servants and managers, and social engagement to effective management of data and information from the environment. As an innovation, intelligence still requires legitimacy in government. The OBJECTIVE of this study is to validate a model for the institutionalization of intelligence in public management, based on the theoretical relationship between ten dimensions of intelligence, subdivided into four main categories: organizational structure, technological structure, human capital and social engagement. The METHOD adopted is quantitative research, using data collected via a survey of managers and civil servants in the Brazilian context. The RESULTS show that the categories of analysis have a positive impact on the institutionalization of intelligence in public management, with human capital being the factor with the greatest impact. As a CONCLUSION, the relevance of the institutional perspective for structuring the process in public management is highlighted, providing an opportunity for theoretical improvement on the subject of intelligence in public management and pointing to possible paths for the legitimacy of the activity in government.
