This dataset accompanies the article “Macro-Level Planning of Photovoltaic Capacity: Clustering, Logistic Maturity, and Budget Allocation in the EU” and contains the country–year panel and derived indicators used in the empirical analysis. The deposit includes four CSV files: pv_panel_EU22_2012_2022.csvBalanced panel of net maximum electrical capacity of photovoltaic installations (MW) for 22 EU member states, 2012–2022. Source: Eurostat table nrg_inf_epc (“Electricity production capacities by main fuel groups and operator”), filtered for: Fuel group: solar photovoltaic Indicator: net maximum electrical capacity Operator: main-activity producers Unit: megawatt (MW) GEO coverage (22 countries used in the analysis): Austria, Bulgaria, Croatia, Cyprus, Czechia, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Netherlands, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden. Variables: Country, Year, PV_MW. pv_logistic_parameters_eu22.csvCountry-level logistic growth estimates for photovoltaic capacity based on bounded nonlinear least squares. Variables include: country name, logistic ceiling KK, intrinsic growth rate rr, inflection year t0t0, RMSE, NRMSE, projected 80% and 90% saturation years, and a Reliable flag indicating whether the fit passes the quality criteria described in the paper (minimum rr, NRMSE < 0.30, and maturity years before 2100). pv_lagging_initial_shortfalls_2022.csvInitial 2022 shortfalls for “lagging” countries relative to the stylised 5 GW benchmark used in the allocation experiment. Variables: Country, PV_2022 (current net capacity in MW), Target (set to 5000 MW), Shortfall (Target − PV_2022). pv_allocation_10GW_results.csvResults of the 10 GW proportional reallocation scenario applied to the lagging countries. Variables include: Country, Current_Capacity (MW), Target (5000 MW), Shortfall, Allocated (MW received under the 10 GW budget), Post_Allocation (capacity after allocation), and Progress_2030 (share of the 5 GW target reached after allocation). All computations were performed in R (version 4.4.2). The scripts used to generate the results are available from the corresponding author on reasonable request.
