Figure 4. Strategically Ordered Temporal Lock-In presents an original systems framework developed by Nicolin R. Decker for The Sovereign Systems Stewardship Doctrine: State Capacity, Reciprocal Order, and Failure in the Performance of Sovereignty (2026). The figure illustrates how durable sovereign commitments may be created and transmitted across governmental succession without becoming detached from lawful national purpose or coherent grand strategy. It models an eight-stage progression: national purpose → strategic objectives → legal authority → institutional responsibility → resource allocation → implementation → review → succession Each stage represents a necessary component of long-horizon sovereign stewardship. National purpose defines the enduring interests and problems to be addressed. Strategic objectives translate that purpose into prioritized ends, assumptions, risks, and time horizons. Legal authority identifies the applicable constitutional, statutory, treaty, and customary-law basis for action. Institutional responsibility assigns decision rights, coordination, oversight, and accountability. Resource allocation aligns personnel, funding, capabilities, authorities, and contingencies with the stated objectives. Implementation converts strategy into coordinated governmental action. Review tests legality, effectiveness, proportionality, assumptions, and lessons learned. Succession preserves institutional knowledge and enables adaptation while maintaining intelligible long-horizon purpose. The framework explains why Temporal Lock-In is not inherently destabilizing. Durable commitments may strengthen national resilience and international order when they are legally grounded, strategically coherent, institutionally assigned, adequately resourced, reviewable, and transmissible to successor governments. This strategic recognizability allows allies to plan around credible expectations and enables adversaries to interpret interests, thresholds, constraints, and pathways for restraint with greater accuracy. It may therefore reduce uncertainty, miscalculation, contradictory policy, alliance doubt, and unintended escalation while preserving space for negotiation and peaceful adjustment. The figure is intended for scholars, policymakers, diplomats, military professionals, legal advisers, strategic planners, and institutional designers examining grand strategy, governmental succession, strategic continuity, state capacity, deterrence, alliance management, and long-horizon decision architecture. The workflow is an original systems synthesis informed by scholarship and institutional frameworks associated with Harvard Kennedy School, Harvard Law School, the RAND Corporation, and the U.S. Department of State, together with the international legal and strategic authorities cited in §II.C of the paper.
