The protocol establishes how systems evaluate admissibility, detect boundary conditions, interrupt continuation, and transition between states of operation, containment, escalation, and non-execution. Continuation is admissible only while outcomes remain recoverable in practice and responsibility remains continuous, identifiable, and capable of intervention. Where these conditions cannot be established, systems must halt, pause, contain, or escalate. The protocol operates across domains and scales, enabling consistent application of boundary conditions in clinical, artificial, institutional, and distributed systems. It defines transition logic, enforcement pathways, and structural requirements for maintaining valid continuation under real-world constraints.
