Our review represents the first attempt to cover all relevant educational aspects and all democratic competences. Its comprehensive nature is further underlined by its effort to not only review studies examining the effect of education on levels of democratic competences but also those that explore how education can diminish inequalities in such competences. After selecting and reviewing 365 studies, we find that the citizenship education curriculum, a participatory pedagogy, extending compulsory education and educational attainment have win-win effects, in terms of promoting both levels of and equality in democratic competences. By contrast, tracking, school autonomy and summative assessment have either null or negative effects.
