“松材线虫等病疫木检疫除害处理设备及远程监控系统”立项依据来源于国家标准《松材线虫病发生区松木包装材料处理和管理》(GB/T 20476-2006),国际植物检疫措施标准第15号出版物《国际贸易中木质包装材料管理准则》及国家质检总局《出境货物木质包装检疫处理管理办法等对于疫木除害处理方法及监管需求、出境木质包装除害处理方法及监管需求。项目充分考虑行业特点及监控需求,从企业设备源头开始设计研发,利用现代化的PLC控制技术,计算机网络传输技术、无线通信技术及计算机软件编程技术等,为企业及检疫监管单位提供行业监控一体化解决方案,满足我国疫木及出境木质包装检疫除害处理相关技术要求,提高企业设备自动化水平,实现减负、增效,促进生产力发展。产品主要应用于我国松材线虫疫区木材加工企业、出口木质包装企业、疫木除害处理企业、出入境检验检疫监管单位及林业森防检疫监管单位等,具有广阔的市场空间和推广价值。 项目的主要研究内容为:热处理设备及溴甲烷熏蒸一体化全自动控制系统研究 溴甲烷熏蒸处理系统环流装置研究 除害处理过程及检疫/企业监管单位实时远程监管系统研究 溴甲烷气体排放远程监测系统设计研究。 重点解决的问题:(1)改变目前国内病疫木热处理设施人工操作的落后局面 (2)改变目前国内熏蒸处理设施采用简易熏蒸库循环系统、人工操作的落后现状 (3)解决目前溴甲烷浓度测量大多引进国外仪器检测,成本高,造价贵,维修不易的问题 (4)解决目前口岸及林业有害生物远程鉴定采用人工送样鉴定的难题 (5)改变检疫监管单位采用人工监管,现场监管或者由于人手缺乏导致的监管乏力等现状,实现远程实时监管。 截至2011年,该项目获得实用新型专利2项 软件著作权2项 江苏省软件产品登记1项 发表论文3篇。项目产品获得国家质检总局认可接入国家质检总局E-CIQ内网系统行业准入 2009年获得国家林业局科技成果推广(推广项目编号:[2008]JS03号),并同时获得国家中小企业创新基金立项(项目编号:CN2009202572334)免费资助。
The project titled "Equipment for Quarantine and Disinfection Treatment of Pest-Infested Wood Including Pine Wood Nematode and Remote Monitoring System" is developed based on the national standard *Code of Practice for Treatment and Management of Pine Wood Packaging Materials in Areas with Pine Wood Nematode Disease* (GB/T 20476-2006), the International Standard for Phytosanitary Measures No.15 *Guidelines for the Management of Wood Packaging Materials in International Trade*, and the requirements for pest wood disinfection treatment and supervision, as well as the quarantine treatment and supervision of export wood packaging stipulated in the *Measures for the Administration of Quarantine Treatment of Wood Packaging Materials for Export Goods* and other relevant regulations issued by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of China.
The project fully considers industry characteristics and monitoring needs, and is designed and developed from the source of enterprise equipment. By adopting modern Programmable Logic Controller (PLC) control technology, computer network transmission technology, wireless communication technology and computer software programming technology, it provides enterprises and quarantine supervision units with an integrated industry monitoring solution, meeting the relevant technical requirements for quarantine and disinfection treatment of pest-infested wood and export wood packaging in China, improving the automation level of enterprise equipment, realizing cost reduction and efficiency improvement, and promoting productivity development.
The products are mainly applicable to wood processing enterprises in pine wood nematode epidemic areas, export wood packaging enterprises, pest wood disinfection treatment enterprises, entry-exit inspection and quarantine supervision units, forestry pest prevention and control quarantine supervision units and other relevant institutions in China, with broad market space and promotion value.
The main research contents of the project include: research on the integrated automatic control system for heat treatment equipment and methyl bromide fumigation; research on the circulation device of the methyl bromide fumigation treatment system; research on the real-time remote supervision system for the disinfection treatment process and quarantine/enterprise supervision units; research on the design of the remote monitoring system for methyl bromide gas emission.
Key issues to be solved:
1. Changing the backward situation of manual operation of domestic pest-infested wood heat treatment facilities at present;
2. Changing the backward status quo of simple fumigation chamber circulation system and manual operation adopted by domestic fumigation treatment facilities;
3. Solving the problems of high cost, expensive price and difficult maintenance caused by most of the current methyl bromide concentration measurements relying on imported foreign instruments;
4. Solving the difficulty of current remote identification of port and forestry pests, which requires manual sample submission for identification;
5. Changing the status quo of quarantine supervision units adopting manual on-site supervision or insufficient supervision due to lack of personnel, and realizing real-time remote supervision.
As of 2011, the project has obtained 2 utility model patents, 2 software copyrights, 1 Jiangsu Software Product Registration, and published 3 academic papers. The project products have been recognized by AQSIQ and accessed to the AQSIQ E-CIQ intranet system for industry access. In 2009, it won the scientific and technological achievements promotion project from the State Forestry Administration (promotion project number: [2008]JS03), and was also granted free funding by the National Small and Medium Enterprises Innovation Fund (project number: CN2009202572334).
