在日常警务工作中，失踪人员、非正常死亡的警情案件处理是非常重要的一部分工作，上级公安机关对疑似被侵害失踪人员及非正常死亡事件越来越重视，并开始列入考核项目,该类案件处置的流程较为复杂，涉及部门多，办理环节多；同时，此类警情案件又往往社会普遍关注，处理不及时、不妥当，容易激发社会矛盾，产生不稳定因素。以实际解决基层所队在失踪人员、非正常死亡案事件处置工作中的痛点难点作为出发点，建设一个处置系统，做到该类案事件处置工作数据化、规范化、智能化、全量化并且具有易操作性和可拓展性。In daily police work, handling missing person cases and cases involving unnatural deaths is a core component of operational duties. Superior public security organs have paid increasing attention to cases involving missing persons suspected of being victims of foul play and unnatural death incidents, and have started including them into performance assessment programs. The disposal process for such cases is relatively complex, involving multiple departments and numerous procedural steps. Meanwhile, these police cases often attract widespread public concern; untimely or improper handling will easily trigger social conflicts and produce destabilizing factors. Starting from addressing the pain points and difficulties encountered by grassroots police stations and teams in the disposal of missing person and unnatural death cases, we aim to develop a disposal system that enables data-driven, standardized, intelligent, fully quantified, easy-to-operate and scalable handling of such cases.
