Peaked-circuit landscape: restart ensembles

Raw restart ensembles behind the manuscript "The optimization landscape of peaked-circuit generation" (Ilyes Jamoussi): 316 NumPy .npz archives, about350 MB. This version completes the registered campaign: the converged grid holds all 18 instances per size at n = 8-16, meeting the registered acceptance criterion at every size. DATA.md documents every field and naming convention; results/MANIFEST.sha256 pins all 316 archives by SHA-256, verifiable with pq_validate.py from thecode archive at https://doi.org/10.5281/zenodo.21893815.
