全球重大森林火灾数据集（2018-2019）

本报告依据归一化燃烧比指数与归一化植被指数等指标，综合考虑经济损失及社会影响等因素，选取美国加利福尼亚州森林火灾（2018年11月）、中国山西省森林火灾（2019
年3月）及希腊阿提卡大区森林火灾（2018年7月）三个典型事件，分析森林火灾的火烧强
度空间分布特征、火点时空变化，结合监测区植被特征、植被受损情况及灾前灾后植被指
数变化，评估森林火灾对自然和社会经济的影响，探究不同灾害应对策略对实现联合国
《2015—2030年仙台减灾框架》的贡献与启示。

This report selects three typical forest fire incidents—the November 2018 forest fire in California, USA; the March 2019 forest fire in Shanxi Province, China; and the July 2018 forest fire in Attica, Greece—based on indicators such as the Normalized Burn Ratio (NBR) and Normalized Difference Vegetation Index (NDVI), while comprehensively considering factors including economic losses and social impacts. It analyzes the spatial distribution characteristics of fire intensity and spatiotemporal changes of fire spots associated with forest fires, combines with the vegetation characteristics, vegetation damage status, and pre- and post-disaster changes in vegetation indices in the monitoring areas to evaluate the impacts of forest fires on natural and socio-economic systems, and explores the contributions and implications of different disaster response strategies for the implementation of the UN Sendai Framework for Disaster Risk Reduction 2015–2030.
