This dataset codes the national cyber security strategy of all states that have published at least one document in English. Coding is done using NVivo that examines each document sentence by sentence to classify them as framing the policies as focusing on threats to the state versus where the threats are coming from. This dataset was created during a BA funded project on Cyber Strategies and Norms Developments. This dataset can be opened using NVivo.
