CCSDS 123.0-B-2 Compression Standard Cross-Validation and Fuzzing

The Consultative Committee for Space Data Systems requires candidate standards to complete a ‘cross-validation’ process in which two or more independent implementations of the candidate standard are shown to produce equivalent results. Four different groups each created an independent implementation during the development of the CCSDS 123.0-B-2 standard for multispectral and hyperspectral image compression, and their respective results were verified to produce identical results through extensive use of fuzzing techniques. This document provides a case study of the cross-validation process followed during the development of the CCSDS 123.0-B-2 standard and the role that fuzzing techniques played through this process.
