Climate Adaptation Justice Survey 2021/22 and 2025

This dataset contains the cleaned, de-identified responses to the Climate Adaptation Justice Survey, a national survey of public attitudes towards climate change adaptation and its justice dimensions in Aotearoa New Zealand. The survey was fielded twice using an identical instrument — Wave 1 in December 2021–February 2022 and Wave 2 in January–March 2025 — bracketing the October 2023 change of government from a Labour-led to a National-led coalition. The paired waves allow before-and-after comparison of which adaptation attitudes shifted with the change of government and which remained stable. The dataset comprises one row per respondent (n = 1,445; 664 from the 2021/22 wave and 781 from the 2025 wave). Variables cover experience of extreme weather events; perceptions of distributive, procedural, and recognition-based justice; climate concern and personal impact; perceived ability to participate in government policy processes; views on responsibility for adaptation, carbon taxation, and international climate justice; climate actions taken; and demographic and political characteristics. Derived binary outcome variables (prefixed y_) and a within-wave replicated raking weight (calibrated to Statistics New Zealand benchmarks) are included so the analyses in the article can be reproduced. The workbook contains four sheets: a README, the Data sheet, a Codebook documenting every variable, and Weight_diagnostics. Respondents are identified only by an arbitrary respondent_id with no linkage to personal identity.
