The data collection consists of three stages.1) In the first stage, three expert interviews were conducted with (ex-)government officials to understand the timeline leading up to the development of the urban food strategy in 2020 (interviews I01, I02 and I03). The interview guide for these interviews is included in the ZIP file.2) In stage 2, a social network analysis was conducted through a network survey (survey included in the ZIP file). Participants were asked to list up to five parties that were directly important to their organisation in the field of food, which were subsequently assessed in terms of frequency of contact, dependency and type of exchange. A total of 26 people completed the network survey, representing a total of 17 different organizations. Rather than sticking to one entry per organization, all separate entries were included into the network analysis. A matrix was created mapping all the ties coming out of the survey (included in the ZIP file). This matrix was fed into UCINET, a network software program, to create the network analysis. In addition, the data was analysed in Excel (included in the ZIP file).3) During stage 3, twelve additional semi-structured interviews were conducted (I04-I015). All interviews were transcribed in their native language (Dutch).
