This research was conducted using a mixed methods approach, involving 266 regional and village government officials in Sidoarjo Regency as respondents and four resource persons. Sample selection used simple random sampling techniques for quantitative data and purposive sampling for qualitative data. The collected data was then analyzed using structural equation modeling based on Smart-PLS 4. The research results show first, the local development agenda in Sidoarjo Regency is contained in the Regional Government Information System (SIPD).
