Bayyinah: Public-Ledger Allocation and Asymmetric-Measure Audits — Audit and Provenance Ledger and Reproduction Dataset (v1.0)

The append-only audit and provenance ledger for the paper, plus a self-contained reproduction and audit dataset. The dataset contains the frozen 37,988-row snapshot, its SHA-256 manifest, a standard-library Python reproducer (--live/--selftest), and the primary auditor reports from all nine cross-instance rounds.
