Water Action Typology — Data and Code Dataset and reproducible pipeline accompanying the article "Foundations for Water Governance: Action Typology of Water Resources Plans Based on Deliverable-Oriented Classification" (Water, MDPI, 2026). It provides a deliverable-oriented action typology for Water Resources Plans — 13 first-order categories and 160 subtypes — the hybrid human + Large Language Model (LLM) extraction and classification code, and the resulting dataset of actions extracted from 53 water resources plans (20 Brazilian state plans, 14 Brazilian river-basin plans, 19 international plans). The typology reached 99.6% applicability across the corpus. Want just the data? Download all_actions.csv (or all_actions.xlsx). These files are simply the actions extracted from the 53 plans, one row per action, each labelled with its typology, with all plans merged into a single table. No code and no unzipping required.
