The State Employee Survey 2018

The State Employee Survey (formerly known as the Employee Survey in the Public Sector) is conducted every three years and is a representative survey among state employees. This survey contributes to the knowledge base for improving both leadership development in the state and the central employer and personnel policies.

In November 2018, 5,232 state employees responded to the State Employee Survey. This includes nearly 900 managers and 4,350 employees who answered questions related to their experience of the state as an employer. The response rate for the survey was 64%.

The results are weighted by department areas and leadership/employee status, providing representative figures for both the state as a whole and the individual department areas. This is the fifth time the survey has been conducted (previously in 2007, 2009, 2012, and 2015 under the name Employee Survey in the Public Sector). The survey was conducted by The Norwegian Agency for Public and Financial Management (DFØ). Statistics Norway and Ramboll Management Consulting assisted in the survey implementation.
