This series is the control record for VPRS 863 Orders-in-Council and recorded the details regarding lease and licence issues, variations and revocations requiring the approval of the Governor in Council. Apart from the register number and date of entry, the registers contain the correspondence and land file numbers, and area of the land in acres, roods, and perches. They also record a brief description of the details of the Order-in-Council, the date and page number of the Government Gazette entry, and the date and number of the Order-in-Council. The number in the Order-in-Council column refers to the register number of the entry in VPRS 14000 Register of Papers Submitted for the Decision of His Excellency the Governor-in-Council.Researchers may be able to trace the correspondence and land file numbers listed in the correspondence number column. However, more research into the correspondence system of the Department of Crown Lands and Survey (VA 538) is required for this to be carried out effectively. Small numbers written in the correspondence column refer to the number of people's names contained in the schedule attached to the associated Order-in-Council file. The file itself needs to then be consulted in order to discover the names of the licensees/lessees.The register numbers relate to VPRS 863 Orders-in-Council, which mostly consists of a file cover and attached schedule specifying the name of the licensees/lessees and the land location details, copy of Land Regulations complete with suggested alterations, and other similar documents. The schedules relate specifically to particular Sections of various Land Acts regarding variations, cancellations, and the issuing of licences and leases. In other records created by the Lands Department, numbers created by this register are referred to as XC numbers. Several register numbers may be documented on a single land file. Land file numbers are recognisable in the Register by their being recorded as a fraction number (file number/section of the Land Act the file was recorded under). Correspondence numbers appear as an alphanumeric number, such as T52734.It would appear that there was a change in administration methods by 1935, which affected the information recorded in the register. More research is needed into this administration change in order to determine exactly when the change was and what it covered. However, it would appear that Licence information was no longer recorded in the register by this time. Instead, the register focused on lease variations and cancellations. It would appear that the correspondence system became the primary central record at this time, although register numbers were still issued.The date of the Order-in-Council can be used to locate items in the Minutes of the Executive Council (VPRS 1080) as they relate to the dates of specific Executive Council meetings.
