In practice, there is a functioning safety monitoring system for air transport.
A 100 score is earned where all the following conditions are met:
1) the country's aviation safety oversight authority is subject to the ICAO's Continuous Monitoring Approach (CMS) -previously Universal Safety Oversight Audit Programme (USOAP)- and it has complied with the recommendations made in the latest audit(s) report(s), and
2) the country's airline(s) are subject to the IATA's Operational Safety Audit (IOSA) and have complied with the recommendations made in the latest audit(s) report(s).

A 50 score is earned where any of the following conditions apply:
1) the country's aviation safety oversight authority is subject to the ICAO's Continuous Monitoring Approach (CMS) -previously Universal Safety Oversight Audit Programme (USOAP)- and it has complied only with part but not all the recommendations made in the latest audit(s) report(s), or
2) none or only some of the country's airline(s) are subject to the IATA's Operational Safety Audit (IOSA) and/or all are, but they haven't complied with the recommendations made in the latest audit(s) report(s).

A 0 score is earned where at least one of the following conditions apply:
1) the country's aviation safety oversight authority is not subject to the ICAO's Continuous Monitoring Approach (CMS) -previously Universal Safety Oversight Audit Programme (USOAP)- and/or it has failed to comply with the recommendations made in the audit(s) report(s), or
2) the country's airline(s) are not subject to the IATA's Operational Safety Audit (IOSA) and/or they haven't complied with the recommendations made in the latest audit(s) report(s).
