Real decreto a los funcionarios de la Real Hacienda en la Ciudad de México sobre el sistema de encomiendas. Los propósitos originales en las colonias americanas eran proteger y educar a los pueblos indígenas y recompensar los méritos locales en la defensa de los territorios. La Corona Española ha observado que los encomenderos que residen en España no están cumpliendo con estos propósitos. Por lo tanto, se decreta que en el futuro, las encomiendas no serán otorgadas a personas que no vivan en las Indias, y se exige el cumplimiento de las leyes que requieren que los encomenderos residan en sus encomiendas sin excepciones. Las nuevas encomiendas solo serán concedidas a residentes de las localidades encomendadas. Las encomiendas otorgadas de por vida a los primeros conquistadores o como recompensa por servicios en España permanecerán válidas.
