Since the January 2025 meeting between India’s Foreign Secretary Vinay Kwatra and Afghanistan’s Foreign Minister Amir Khan Muttaqi in Dubai, signs of growing engagement between the two countries have emerged. After a prolonged period of cautious diplomacy following the U.S. and NATO withdrawal from Afghanistan in 2021, New Delhi appears to be warming up to the Taliban-led government, though it still has not granted formal recognition. Notably, no country has officially recognized the Taliban regime over three years since its takeover.However, recent developments suggest a shift. In December 2023, a Taliban-appointed ambassador took charge at the Afghan embassy in China, prompting a domino effect. By September 2024, the Taliban controlled 39 Afghan embassies and consulates worldwide, including in key nations like China, Russia, Iran, Turkey, Qatar, Uzbekistan, and the UAE. India now seems poised to allow the appointment of a Taliban-nominated ambassador in New Delhi, according to Bloomberg. Despite this, the Afghan embassy in India will continue to display the old Afghan flag and maintain its previous official name, not the Taliban’s "Islamic Emirate of Afghanistan."India’s Afghan embassy had been inactive for over a year after the former ambassador left the country, citing lack of support and funding. Limited consular services have continued from Mumbai and Hyderabad, with the Taliban appointing officials in some cases.
