The goal of PSI/China's programs is to decrease HIV in most at risk populations through use of innovative behavior change communications and provision of health products. Since 2004, PSI/China has socially marketed Huxianghao condoms (HXH condom) in order to increase the access, availability and affordability of HIV prevention products for FSWs and IDUs. In 2006, it launched two new products, Huxianghao waterbased lubricant (HXH lubricant) for women and HXH-endorsed Moliya for Men. There were 4 main objectives for this study: 1) Map hotspots where FSWs work, congregate, or have sex and where IDUs live and congregate, 2) Aggregate concentrations of hotspots into hotzones that can be prioritized as target areas for the distribution of HXH endorsed products, 3) Measure HXH-endorsed product coverage, quality of coverage, access, equity of access and distribution channel efficiency, and 4) Establish a benchmark level of coverage for HXH-endorsed products that may be used to track improvements in PSI/China's distribution system and ability to reach populations at greatest need.The survey was conducted in 4 cities/towns where HXH products have been distributed in Yunnan province: Mengzi, Kaiyuan, Gejiu and Kumming. Secondary data was collected from previous research reports and through key informants, such as taxi drivers and \"mamis\" (women who manage FSW), to identify hotsports where FSWs work, congregate, or have sex and where IDUs live and congregate.
