After the end of the 20th century, regional integration processes gained prominence and reconfigured national/international relations, boosting the development of Mercosur and the European Union. In view of this, do the national parliaments participate in decisions on regional foreign policy? Through a regression model in a panel with Argentina, Germany, Brazil, Spain, France, Portugal and Uruguay, it was concluded that the legislative control and supranationalism reduce the rate of legislative participation in regional matters.20世纪末叶以来，区域一体化进程日益凸显，重塑了国家间与国际关系格局，推动了南方共同市场（Mercosur）与欧洲联盟（European Union）的发展。有鉴于此，本研究探讨核心问题：各国议会是否参与区域外交政策的决策进程？本研究以阿根廷、德国、巴西、西班牙、法国、葡萄牙及乌拉圭为研究样本，构建面板回归模型开展分析，最终得出结论：立法管控与超国家主义（supranationalism）会降低议会在区域事务中的立法参与率。
