English council parking and bus lane enforcement finance, 2024-25

What every English civil parking enforcement authority told the Ministryof Housing, Communities & Local Government it took and spent on on-streetparking, off-street parking and bus lane enforcement in the 2024-25financial year, from each authority's own Revenue Outturn (RO2) return. 343 of 347 authorities have figures; the remaining 4 are jointpartnerships or delegated arrangements that file no return of their own,stated as such rather than left blank. 316 of the 343 returns werecertified by MHCLG's cut-off. Across the 343 authorities with figures, income from on-street andoff-street parking exceeded spending by £1.19 billion in 2024-25. Bus laneenforcement income exceeded spending by a further £39.8 million across the65 authorities that reported bus lane figures separately. This is NOT the section 55 parking account that each authority is requiredto keep under the Road Traffic Regulation Act 1984, whose "surplus" has itsown statutory definition and permitted uses. Section 55 requires theaccount to be kept, not published in any common format, and no complete,comparable, England-wide collection of it exists. RO2 is the sameauthorities' own figures for the same activity, collected on one form withone set of definitions, published as an official statistic - comparable,dated, and traceable to a row a reader can check, which the section 55accounts are not. No figure here is derived, modelled or estimated beyond simple addition(net = expenditure - income, printed exactly as the source's own columnformula). Where a figure is not published or fails the sheet's own internalconsistency check, the cell reads "not published" rather than zero. England only. Wales reports the equivalent through a separate, incompatiblereturn; Scotland has no register of enforcement authorities this datasetcould be built from.
