From Welfare Assessment to Investability

This dataset contains project-level data on European cross-border electricity interconnectors assessed in the ENTSO-E Ten-Year Network Development Plan (TYNDP) 2024 and their designation status in the PCI 2025 list. The dataset combines publicly available information on socio-economic welfare (SEW), capital expenditure (CAPEX), project maturity, and national development plan (NDP) inclusion. Project promoter type (TSO vs. non-TSO/private) was manually validated based on project descriptions and publicly available sources. The dataset was constructed to analyse how welfare-based assessments interact with institutional sequencing and regulatory prioritisation in European electricity infrastructure planning. All underlying data are derived from publicly available sources.本数据集包含欧洲跨境电力联网线路的项目级数据，相关线路已纳入欧洲输电系统运营商联盟（ENTSO-E）2024年十年电网发展计划（TYNDP）的评估范围，并标注了其在2025年共同利益项目（Projects of Common Interest, PCI）清单中的认定状态。 本数据集整合了公开可得的社会经济福利（SEW）、资本支出（CAPEX）、项目成熟度以及是否纳入国家发展计划（NDP）等相关信息。项目发起方类型（输电系统运营商（Transmission System Operator, TSO）与非TSO/私有主体）的标注，是基于项目描述与公开数据源手动核验完成的。 本数据集的构建旨在分析欧洲电力基础设施规划中，基于福利的评估如何与制度时序安排及监管优先级排序产生交互作用。所有基础数据均来自公开可得的数据源。
