Consolidation and Contamination Risk Reduction (C2R2) Consolidation and Contamination Risk Reduction (C2R2) grants were for any entities that owned or operated a public drinking water distribution or treatment system. Eligible projects include those that remove or reduce PFAS or other regulated contaminants or consolidation efforts to connect a system or private PFAS-contaminated residential wells to a local municipal system. Original funding included $25 million from the Michigan state legislature, and ARP funding added an additional $18 million to the program. A total of 19 projects were funded. This program’s funding has been fully allocated, and the application period is now closed. Substantial Public Health Risk Program (SPHRP) The Substantial Public Health Risk Project (SPHRP) Grant Program is to protect public and environmental health by removing direct and continuous discharges of raw sewage from surface or ground water. Projects must address a substantial public health risk from treatment system failure. Original funding included $10 million from the Wetlands Mitigation Banking Program, and ARP funding added an additional $20 million to the program. A total of 22 projects were funded. This program’s funding has been fully allocated, and the application period is now closed. Community Technical, Managerial, and Financial (TMF) Support for Lead Line Replacement The Community Technical, Managerial, and Financial (TMF) Support for Lead Line Replacement programs goal is to better position communities to take advantage of Bipartisan Infrastructure Law (BIL) DWSRF dollars for lead line replacement, which are available through Fiscal Year 2027. Drinking Water American Rescue Plan (ARP) The Drinking Water ARP Grants provide financial assistance to public water suppliers to meet the requirements of the Safe Drinking Water Act and address environmental or public health concerns. The Wastewater and Stormwater ARP Grants provide financial assistance to municipalities for the construction of wastewater and storm water infrastructure projects that are necessary to improve water quality and protect environmental and public health. Earmark EPA Emerging Contaminants in Small and Disadvantaged Communities (EC-SDC) EPA Emerging Contaminants in Small and Disadvantaged Communities grants provide financial assistance to public water systems in small or disadvantaged communities to address emerging contaminants, including PFAS. EPA WIIN The EPA Water Infrastructure Improvements for the Nation in Small, Underserved, and Disadvantaged Communities grant provides financial assistance to public water systems in small or disadvantaged communities to meet Safe Drinking Water Act requirements through infrastructure work, technical, managerial, and financial capacity building activities, or activities necessary for a state to respond to a contaminant.
