养老机构指为老年人提供集中居住和照料服务的机构,县级以上地方人民政府民政部门负责本行政区域内养老机构的指导、监督和管理。其他有关部门依照职责分工对养老机构实施监督。 与其他服务不同的是,养老服务是一种全人、全员、全程服务,养老机构为老年人提供饮食起居、清洁卫生、生活护理、健康管理和文体娱乐活动等综合性服务。我国绝大多数养老机构是以帮扶、救助城市“三无”、日常生活疏于照料,以及农村“五保”老人为主,且多不以赢利为主要目的,公益性特征尤为明显。
Elderly care institutions refer to institutions that provide residential and long-term care services for senior citizens. The civil affairs departments of local people's governments at or above the county level are responsible for the guidance, supervision and administration of elderly care institutions within their respective administrative areas. Other relevant departments shall exercise supervision over such institutions in accordance with their respective statutory duties. Unlike other service categories, elderly care is a holistic, all-participatory and whole-process service. Elderly care institutions offer comprehensive services for senior citizens, including dietary and daily living arrangements, hygiene care, personal care, health management, as well as cultural, sports and recreational activities. The vast majority of elderly care institutions in China mainly serve urban "sanwu" senior citizens who lack daily care, as well as rural elderly covered by the "Five Guarantees" (wubao) policy. Most of these institutions are not primarily profit-driven, and have particularly prominent public welfare characteristics.
