<p>This study was conducted by the U.S. Merit Systems Protection Board (MSPB) among mid-level employees from all executvie branch departments and agencies. Questionnaires were distributed to 4,900 of the 130,000 mid-level employees. Approximately 3,000 were completed. The data contain the results of the survey, which provides information about the experiences and viewpoints of mid-level employees concerning the functioning of the merit system in their agency. Each record contains their attitudes on job satisfaction, organizational climate and relationships, selection and placement of employees, prohibited practices, performance appraisal, merit pay, and quality of supervision. Individual demographic and job data has been deleted.</p>
