Under Section 56 (1) of the Public Trustee Act 1939, the Public Trustee was obligated to (b) keep a separate account of all his receipts payments and dealings in every estate and trust property. These records would satisfy this requirement, detailing as it does all financial transactions in the estates of all clients. These records could be inspected, upon application, by any person interested in the estate of any deceased person or in any trust property.These cards recorded all financial transactions related to the administration of affairs of patients in mental hospitals and those incapable of managing their own affairs (known as Protected Persons), the administration of deceased estates for those who died intestate or nominated the Public Trustee as the executor of their will and the administration of funds held in trust for minors either due to court awards or bequests.At the same time, the record provided a summary of the financial management of that estate or property for the purposes of financial accountability and as evidence of the proper administration of estates by the Public Trustee.
