"It is customary after a significant weather-related disaster for the NWS to evaluate the effectiveness of the total warning system. The flooding that occurred in the Moapa Valley area on August 10 was the highest of record. Extensive damage resulted from the flooding. In addition, strong winds associated with the storm caused massive power black-outs, numerous injuries, and damage to buildings in the Las Vegas area. A Presidential Disaster Declaration was made to provide Federal assistance to individuals located in Clark County, Nevada. As a result of the extensive damage, a Regional Survey Team was dispatched to southern Nevada. The team visited sites of heaviest damage, interviewed people in the affected area to learn what actions, if any, they took in response to NWS watches and warnings, and evaluated the accuracy and timeliness of the advirories"--Foreword.
