Supplementary material: Interview guide, codebook and document corpus for a comparative study of EU AI sovereignty in public procurement

This record accompanies a manuscript under double-blind review (anonymised). The study asks how and why EU AI sovereignty policies and regulation translate, or fail to translate, into public sector AI procurement. It uses an interpretive comparative case study of Estonia and Belgium (federal level and Flanders), combining 25 policy and procurement documents, 17 expert interviews with 19 participants, and audit evidence. Data were analysed through two-cycle coding. The record contains: (1) the interview guide; (2) the two-cycle codebook (12 first-cycle, 44 second-cycle and 4 cross-cutting codes); and (3) the document corpus.
