PROBLEM TO BE SOLVED: To provide a technology that enables quiet and stable manual binding. SOLUTION: A binding device 100 includes: a sheet insert part 105 for inserting a sheet bundle thereinto; a sheet bundle binding part 102; a driving part for driving the binding part 102; and a controlling part 201 that controls the driving part. The controlling part 201 drives the driving part by the first electric power when the driving part operates in the online binding mode where a sheet bundle discharged from an image formation device 101 is bound and drives the driving part by the second electric power less than the maximum electric power that can be set as the first electric power when the driving part operates in the manual binding mode where a sheet bundle inserted from the sheet insert part is bound.
