Number of debts for which a payment plan has been accepted, depending on the duration of the plan

In case of financial difficulties, the debtor can always request a payment plan for up to 12 months, via Myminfin, by email or via one of the AGPR infocenters. The payment plan in 4 monthly instalments is granted without formalities. The payment plan between 4 and 12 monthly payments is subject to a review based on the answers to a questionnaire intended to identify the financial situation of the person liable. The payment plan in addition to 12 monthly instalments (which reflects structural financial difficulties) is subject to even closer scrutiny, also based on replies to a similar questionnaire, and is accompanied by other measures such as the exemption from late-payment interest. Over the last 3 years, the number of debts included in the 3 categories of plan has increased, depending on the duration. This is the most important for plans greater than 12 monthly payments. This was due to the coronavirus crisis, as well as the floods in the summer of 2021, and the resulting financial difficulties for a number of debtors; they are facing structural financial difficulties. Due to changes in the different IT applications, the data reported for non-tax claims, SECAL debts and criminal fines are not complete for the years prior to 2021.
