japan-guard-price-panel: Japan's public works pay rates for traffic guards, security guards' pay and minimum wages by prefecture, 2012-2026
收藏资源简介:
The daily pay rates that Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) sets for traffic guards (交通誘導警備員A and B) in its public works design labor rates (公共工事設計労務単価), for all 47 prefectures and every table year from FY2012 to FY2026, extracted from MLIT's yearly releases. The rates are wages for a regular 8-hour day and exclude the security company's overheads, so they are not the price a client pays. Special rates (post-earthquake rates for Iwate, Miyagi and Fukushima; the FY2021 COVID-19 measure in eight prefectures) are marked. Version 1.1.0 adds what full-time security guards are actually paid in each prefecture, survey years 2012-2025, from the Ministry of Health, Labour and Welfare's (MHLW) Basic Survey on Wage Structure (賃金構造基本統計調査): age, years of service, scheduled and overtime hours, June earnings with and without overtime pay, the previous year's bonuses and the estimated number of workers, by sex, with building cleaners and (to 2019) gatekeepers for comparison. MHLW changed the survey's occupation list and estimation method in 2020; the 2020-2025 figures are given both with and without position holders, the version without them matching the coverage of the years before 2020. It also adds each prefecture's minimum wage and the date each revision took effect, FY2002-FY2026, from MHLW, and keeps the monthly national job-openings figures for security occupations and all occupations from MHLW's job placement statistics (一般職業紹介状況), March 2012 to August 2026. Version 1.2.0 adds other protective service workers (その他の保安職業従事者, MHLW occupation 1459, 2020-2025), the occupation in which MHLW's definitions place traffic guards and crowd guards, and MHLW's occupation explanations for 2019 and 2021. It corrects the documentation: by MHLW's definitions, its security guard occupation (警備員) covers facility and personal guarding, not traffic guarding, and the FY2021 COVID-19 measure covers eight prefectures, not five. The rows of version 1.1.0 are unchanged. Version 1.2.1 corrects two national weighted averages of the minimum wage, FY2017 (848 yen) and FY2026 (1,177 yen), which had been truncated instead of rounded, and adds a second reading of MHLW's minimum wage file to the checks. No prefecture value changes. Includes the source files, extraction and checking code, check reports, charts and documentation.
