The World Heritage properties are subject to the application of an international convention ratified by France from 17 October to 21 November 1972. The inclusion on the World Heritage List entails an obligation for France through the regulatory tools it has to protect the sites and a buffer zone around this site. The Convention defines the type of natural or cultural sites that may be considered to be included in the World Heritage List. This heritage is a cultural and natural heritage. The most original feature of the 1972 Convention is to bring together in a single document the concepts of nature protection and the preservation of cultural property. The Convention recognises the interaction between human beings and nature and the fundamental need to maintain the balance between the two. The World Heritage Convention sets out the duties of States Parties in identifying potential sites, as well as their role in the protection and preservation of sites. By signing the Convention, each country commits not only to ensuring the proper conservation of World Heritage sites within its territory, but also to protecting its national heritage. States Parties are encouraged to integrate the protection of cultural and natural heritage into regional planning programmes, to establish staff and services on their sites, to undertake scientific and technical studies on conservation and to take measures to give this heritage a function in the daily lives of citizens.
