National Migration Policy of Chile "Sello Migrante"

The central axis of the following article establishes the analyses and characterization of the evaluate guidelines request by the New Policy in Migration Management of de National Migration Services of Chile to the Township that have been recognized with the certification. For such purposes, all the Townships that have participated in the initiative are evaluated, from its inception in the December 2015 to December 2022, in the cases of revalidated Townships, the evaluation of the last Report sent is considered. The evaluation criteria by the public policy under observation consist of five large dimensions, however, the present proposal focuses its attention on characterizing the emerging institutionalism in local governments in points (I) Institutionally and (II) Training. Indeed, it is intended to analyze the behavior associated with the implementation of an unprecedented public policy in the treatment of current international migration phenomenon, particularly, the type of articulation among themselves the central structure of the State, certified local governments and foreigners residing in those territories. Likewise, observing management difficulties such as the new ideas that have been arise from some Townships to continue deepening (impact) the new migration public management existing in the country.本文的核心脉络围绕智利国家移民局（National Migration Services of Chile）针对获认证市镇（Township）出台的移民管理新政策所要求的评估准则展开分析与特征刻画。为此，本研究对该倡议自2015年12月启动至2022年12月期间所有参与的市镇进行评估；对于完成重新认证的市镇，则以其最后提交的评估报告作为评估依据。本次观测的公共政策评估准则共包含五大维度，但本研究的核心聚焦于从（一）制度建设维度与（二）能力培训维度，刻画地方政府的新兴制度主义（emerging institutionalism）特征。本研究旨在剖析针对当前国际移民态势实施的这项史无前例的公共政策的落地情况，重点分析国家中央治理架构、获认证地方政府与辖区内外籍居民三者之间的协同联动模式。同时，本研究亦关注部分市镇为进一步深化本国现行移民公共管理实践（提升治理成效）所提出的创新思路所面临的实施困境。
