Arbiter/Inspector v1.0 Developmental Record: Hash Manifest

This record contains a SHA-256 hash manifest of the developmental record of Arbiter/Inspector, a locally hosted human–AI inference system for cyberspace operations intelligence analysis, built on a Lakatosian research-program structure. Version 1.0 of the system was declared on October 16, 2026. The manifest lists 1,817 filename-and-hash entries covering every file in the project’s archival repository on November 1, 2026: change records, session continuity records, ruling registers, specifications, code artifacts and knowledge-graph snapshots, with superseded versions retained by design. File contents are not published here. The manifest lets any file released later, including material cited in a forthcoming paper on the system’s development, be checked against the record as it stood at deposit. README.txt explains the scope, the verification method, and what the manifest does and does not attest. Prepared with Claude (claude-opus-5-5, Anthropic) under the author’s direction; hashes were computed on the author’s hardware.
