SIGIL v0.4 supplementary evidence package: standards-fit index ledger for AI Act duty evidence

This record contains the supplementary evidence and reproducibility package for SIGIL, Standards-in-the-Gap Index Ledger, a standards-fit index method for mapping Artificial Intelligence Act duties to evidence fields, public references, artifact metadata, and claim boundaries. It supports a manuscript prepared for MDPI Standards under the title SIGIL: A Standards-Fit Index Ledger for Artificial Intelligence Act Duty Evidence. The record is a dataset and reproducibility package, not a manuscript preprint. It supports standards-fit and evidence-infrastructure claims only.
