The law on the development plan Steilshoop 3 of 8 July 1969 (HmbGVBl. 152), as last amended on 4 November 1997 (HmbGVBl. pp. 494, 495, 501), is amended as follows:

2. Paragraph 2(4) is replaced by the following:
"4. Retail establishments, with the exception of mail-order establishments, are not permitted in the industrial areas. Exceptionally, retail trade in connection with craft and manufacturing businesses, as well as businesses that trade in motor vehicles, boats, furniture, carpets and equally space-consuming articles including accessories or with building materials, tools, gardening equipment or other construction and gardening supplies, are permitted to exhibit or store these articles. The Building Use Ordinance in the version of 23 January 1990 (Federal Law Gazette I p. 133), as last amended on 22 April 1993 (Federal Law Gazette I p. 466, 479), shall apply.’
