Up-to-date data as of January 1, 2016. The Local Habitat Program (LHP) is a strategic programming document that includes all of the local habitat policy: public and private park, management of the existing park and new constructions, specific populations. The development of a PLH is mandatory in order to: metropolises; urban communities; agglomeration communities; communities of municipalities competent for housing with more than 30,000 inhabitants comprising at least one municipality with more than 10,000 inhabitants In addition to housing needs, the HLP must meet housing needs and promote social diversity and urban renewal. It must have a habitat monitoring system on its territory in order to monitor the effects of the policies implemented. On the basis of a diagnosis of the existing situation, the PLH defines the objectives to be achieved, in particular the new offer of housing and accommodation spaces by ensuring a balanced and diversified distribution across the territories. The PLH shall include a detailed programme of actions per municipality and, where appropriate, by geographical area.
