全民所有自然资源资产清查数据建库系统利用各类资源专项调查成果，以三调成果的国有土地为工作底图，结合外业补充调查，实现对各类资源的数量、用途、分布等实物量清查；根据各类资源清查价格信息收集资料，估算资产经济价值，协助自然资源管理部门高效掌握土地、矿产、森林、草原、湿地和海洋六种资源家底，是摸清自然资源资产家底的关键，为合理配置全民所有自然资源资产提供数据基础，保障自然资源资产的数字化管理。The State-owned Natural Resource Asset Inventory Database Construction System utilizes the outcomes of special surveys for various natural resources, takes the state-owned land derived from the Third National Land Survey as the working base map, and integrates field supplementary investigations to implement physical inventory covering quantity, usage, distribution and other physical metrics of various resources. By collecting price information for resource inventories and estimating the economic value of assets, this system assists natural resource management departments in efficiently grasping the detailed status of six types of resources, namely land, minerals, forests, grasslands, wetlands and oceans. As a critical tool to fully ascertain the inventory of natural resource assets, it provides a data basis for the rational allocation of state-owned natural resource assets and supports the digital management of natural resource assets.
